Even before pari-mutuel wagering on horse racing was approved by the people in 1933, unregulated gambling was part of California’s history and culture. Card games and other limited forms of gambling occurred outside of state regulation. Large-scale gambling in California started in the 1980’s with the implementation of the California State Lottery in 1984 and Congress passing and President Reagan signing the Indian Gaming Regulatory Act in 1988.

Since then California gambling has become a $15 billion per year industry fueled mainly by an explosion of gambling expansion with the proliferation of Indian Casinos operated by more than 60 Tribes across the state. Currently only California’s horse racing industry can legally conduct Internet online wagering on horse races.
