Marshall Anderson is a Partner in the San Diego office of California Strategies, LLC, where he brings experience in public affairs, land use and development, public safety, hospitality and tourism, nonprofit operations, and campaign strategy.

Before joining California Strategies, Marshall served as Vice President of the Downtown San Diego Partnership, a 501(c)(6) organization focused on economic growth in the urban core. There, he led government affairs and economic development efforts, successfully advocating for major civic projects and local and state legislation.

Marshall has deep institutional knowledge of government and an extensive network of relationships at the local, state, and federal levels. His background includes roles with the County of San Diego Board of Supervisors, where he worked on land use, public safety, and environmental issues, and as Director of City Council Affairs for the Mayor of San Diego, serving as liaison between the Mayor, City Council, and City departments.

He has also worked on numerous political campaigns and managed political action committees, bringing expertise in field operations, team leadership, and communications to his advocacy work.

An active civic leader, Marshall chairs the San Diego Regional Chamber of Commerce’s Land Use and Housing Committee, serves on the Downtown San Diego Partnership Executive Committee, and the South County Economic Development Committee Board of Directors. He previously served on the City’s Mission Bay Park Committee and Board of Library Commissioners, and held leadership roles with the San Diego Small Business Alliance and California Downtown Association.

A San Diego native, Marshall attended The Bishop’s School and earned his B.A. from Pitzer College. He has received several honors, including the San Diego Regional Chamber of Commerce “Jack of All Trades” award, the Pacific Beach Town Council “Community Cornerstone” award, and Our City Magazine’s “Who’s Next?” award.
