Lily Mackay is an Associate at California Strategies where she has worked for over five years to deliver legislative and regulatory wins to clients. She is an expert negotiator in the energy and water space: participating in closed-door working groups with agencies; testifying in legislative committees and before regulatory bodies; and meeting directly with authors, legislative/committee staff, and key stakeholders to implement desired outcomes for clients.
Outside of her environmental and energy work, she has advocated on behalf of clients in the manufacturing, daily fantasy sports, foster care, and early childhood development space. She has a proficient understanding of the legislative process throughout the two-year process, including budget and regulatory procedures. She also maintains dozens of tracking lists for clients, with an acute understanding of what legislation will be impactful or of interest to which clients. Additionally, she has extensive experience planning and executing lobby days, providing strategic advice for all potential meetings, and creating materials for clients.
Prior to joining CalStrat, Lily worked at the Capitol as a legislative staffer as well as at Unearth, a digital public affairs firm. At Unearth, she pitched and managed projects, created website and social media content, and produced reports explaining campaign metrics for a wide variety of clients. As a Capitol staffer, her areas of focus included several different facets of human services, specifically running legislation for in home care support for families in need and foster youth care.
In addition to her work at California Strategies, Lily currently sits on the board of Capitol Network, helping to facilitate the Mentorship Program for women in all political fields in Sacramento. She is also on the board of Institute of Governmental Advocates, which liaises with the Legislature and regulatory officials to ensure access and transparency for advocates.
Mackay received her Bachelor’s degree in violin performance from Azusa Pacific University, graduating with honors. She lives in Sacramento with her fiancé and her two dogs.
