Janice Rutherford-Lim brings three decades of state and local government experience to California Strategies where she focuses on helping clients navigate local issues and speed up approval of their projects.
She completed three terms on the San Bernardino County Board of Supervisors, focusing on governance reform, infrastructure projects and recovery from the 2015 terrorist attack.
Prior to that, she was on the Fontana City Council for ten years while the city was one of the fastest growing municipalities in the nation. She served on the Boards of Directors for both the League of California Cities and the California State Association of Counties, and she chaired the Southern California Water Coalition.
For eight years, Janice represented the inland area on the Governing Board of the South Coast Air Quality Management District, working on the Technology, Mobile Source, Stationary Source, Local Government & Business, and Environmental Justice committees.
She served as Chief of Staff to state legislator Bill Leonard when he was Senate Republican Caucus Chair and the Assembly Republican Leader. Jan continued with Mr. Leonard when he was elected to the State Board of Equalization, serving as his Public Affairs Director and Taxpayer Advocate.
Janice earned her bachelor’s degree, summa cum laude, in Political Science from the University of California Riverside where she was recognized as an Undergraduate Research Scholar. She holds a master’s degree in American Politics from Claremont Graduate University where she pursued doctoral work in public policy and economics.
She is married to Steve Young Lim, and they have two sons: Ethan, a high school scholar-athlete, and Noah, who earned his Eagle Scout rank at the age of 13. Jan has an extensive background on nonprofit boards and as a community volunteer. Currently she is a director for the Chaffey College Foundation and serves as the Relief Society President for her church.
